RESUMO

For decades, the construction industry has contributed significantly to China's economic growth. The heavy energy consumption inevitably leads to the release of large amounts of carbon emissions. Improving energy efficiency has been a crucial solution for mitigating the environmental impacts while boosting its green economy in the construction industry. Measuring the energy efficiency in the construction industry considering the quality of government sector is still limited. Using panel provincial data in China from 2011 to 2020, this paper proposes a two-stage dynamic data envelopment analysis (DEA) framework integrating the government sector with the production sector in the construction industry, and calculates energy efficiency. The spatial Durbin model is used to analyze the driving forces of energy efficiency. The research findings include (1) the energy efficiency in the eastern region is higher than that in the central and western regions. The mean values of energy efficiency in the eastern, central, and western regions are 0.42, 0.34, and 0.37. (2) Even though governance efficiency is lower than production efficiency, there is a positive correlation between governance efficiency and production efficiency with a correlation coefficient of 0.48. Improving governance efficiency is a significant step to increase the production efficiency and further increase energy efficiency of the construction industry. (3) Digital transformation has a positive effect on governance efficiency but has no effect on production efficiency. The government-production nexus framework provides implications for clarifying the role of government intervention in improving energy efficiency.

RESUMO

INTRODUCTION: There is growing interest in the role of the non-government sector in the alcohol and other drug (AOD) service delivery system. This study examined the demographic profile of AOD workers in the non-government (NGO) compared to government sector, to ascertain their professional development needs, job satisfaction, retention and turnover. METHODS: This study utilised cross-sectional data from an Australian AOD workforce online survey that assessed participants' demographics, employment profile, professional development needs and barriers. The sample comprised 888 workers in direct client service roles. RESULTS: Binomial logistic regression analysis indicated that NGO workers were more likely to be younger (<35 years), have AOD lived experience and have an AOD vocational qualification. NGO workers were more likely to earn below the national average salary and report job insecurity; but nonetheless were more likely to feel respected and supported at work, believe their work was meaningful and be satisfied working in the AOD sector. Their top professional development barrier was personal financial cost. NGO workers were more likely to report employer financial costs as a professional development barrier, whereas government workers were more likely to report staff shortages. DISCUSSION AND CONCLUSIONS: AOD services in Australia rely increasingly on the NGO sector. Quality services and care pivot on the size, capability and maturity of the workforce. This study highlights the need for systemic interventions addressing structural issues, and the professional development and ongoing support needs of the NGO AOD workforce. Without such support, Australia's AOD services will be potentially jeopardised.

RESUMO

Research on evaluation capacity is limited although a recent survey article on integrating evaluation into the organizational culture (Cousins, Goh, Clark, & Lee, 2004) revealed that interest in the topic is increasing. While knowledge about building the capacity to do evaluation has developed considerably, less is understood about building the organizational capacity to use evaluation. This article reports on the results of a pan-Canadian survey of evaluators working in organizations (internal evaluators or organization members with evaluation responsibility) conducted in 2007. Reliability across all constructs was high. Responses from government evaluators (N=160) were compared to responses from evaluators who work in the voluntary sector (N=89). The former were found to self-identify more highly as 'evaluators' (specialists) whereas the latter tended to identify as 'managers' (non-specialists). As a result, government evaluators had significantly higher self-reported levels of evaluation knowledge (both theory and practice); and they spent more time performing evaluation functions. However, irrespective of role, voluntary sector respondents rated their organizations more favorably than did their government sector counterparts with respect to the antecedents or conditions supporting evaluation capacity, and the capacity to use evaluation. Results are discussed in terms of their implications for evaluation practice and ongoing research.

This paper presents the experience of implementing the methodology of cost-based activities (ABC) at The Ribeirão Preto Medical School Clinics Hospital of the University of São Paulo (HCFMRP-USP), through a case study over a period of five years. Characteristics of high technology university hospitals, such as teaching and assistance, make their costs higher than those of non-university hospitals. In its institutional history, HCFMRP-USP lacked a consistent methodology for measuring and assessing the costs of its assistance activities. However, difficulties in financing these activities, associated with a complete restructuring in the hospital's healthcare model linked to the National Health System, have furthered the adoption of cost mapping, in order to assess adequately the impact of teaching activities in healthcare costs, considering that the country's democratic agenda has demanded transparency, accountability and, above all, efficiency in public funds management.
